It is simple. The seller got paid $7.95 from your credit card a/c out of which only $2 shall be recognised as his sales revenue. The balance $5.95 is towards payment for freight charges which is reimbursed to him and hence not taxable (even assuming zero tax%)This is to avoid turnover tax
